THESEUS Summer School 2010

THESEUS Seminar for Young Leaders 2010 will take place on 10-15 July 2010 in Brussels, at the Foundation Universitaire, rue d'Egmont 11, 1000 Brussels.

The THESEUS Seminar will this year discuss "Freedom, security and justice as a common challenge - justice and home affairs in the EU after the treaty of Lisbon". It adresses PhD students and young professionals from administration, research and business and will focus on the recent changes induced by the Lisbon Treaty with in the field of Justice and Home Affairs of the European Union. Like in last years the seminar will feature speakers and high-level experts from international organisations, business, politics, NGOs together with recognised researchers.

TEPSA Pre-Presidency Conference, Brussels 20/21 May 2010

«Future Prospects for the Belgian Presidency of the EU: Global Challenges in a New Institutional Era»

The conference brought together senior scholars and high level practitioners from across Europe to focus on the 2010 Belgian Presidency of the European Union after the ratification of the Lisbon Treaty. The Belgian Presidency was analysed in the light of a worried union facing both the recent global challenges such as the recent economic crisis and the various ongoing conflicts at its gates and an internal questioning about its role in a globalised world where compete emerging new powers.

It examined through exchanges between the participants and the 2010 Belgian Presidency both the particular Belgian vision, outputs and prospects for improving European efficiency in the following thematics: Security and Defense, Climate Change and Environment, Immigration and Development, Eastern Dimension and Energy supply, Lisbon Strategy and Economic Social Cohesion and finally the External Representation of the European Union.

The Conference was organised by the EGE Network in cooperation with TEPSA and Egmont - Royal Institute for International Relations, with the support of the Belgian Presidency of the Council of the European Union.

 

Report on the Conference on Britain, Europe and the upcoming British elections, London 14 April

 

Federal Trust for Education and Research has organised a conference on Britain, Europe and the General Election' on 14th April in London. The conference was held jointly with TEPSA. At this conference the European policies of the main British parties were considered and the question was raised how far the parties will be in a position to carry these policies out after the next British General Election. Speakers included Professor Stephen Haseler (London Metropolitan University), a founding member of the SDP and Professor Maurice Fraser (London School of Economics), a former special adviser to Douglas Hurd.

 

Most speakers agreed that the European issues were not central in this election campaign. There were several possible outcomes discussed. If the election would result in a majority for the Conservative, it was expected a Conservative government will want opt-outs on various European issues. Looking at the European power balance however, it may be difficult to get them all. Pulling out of the EPP party in the European Parliament has led to a loss of goodwill of EPP leaders like Sarkozy, which may hinder the chances of achieving these objectives. One of the speakers predicted that on a tactical basis Cameron and Hague do not want a confrontation with the European Union in the short-term. The medium term implications are murkier.

 

Also several scenarios of a hung Parliament were discussed. The amount of seats the Liberal Democrats will be able to keep will be central in assessing the likelihood of these scenarios.

 

To some the underlying attitudes of parties matter more than policies or party manifestos.  For the Liberal Democrats, foreign policy is seen through a European perspective. The party is also seen as being focussed on making the European institutions work better.

 

The second part of the conference focused British policies in Europe that may change after the General Election, notably External and Defence Policy, the Financial Regulation and Internal Security. Sir Brian Unwin (Federal Trust), former President of the European Investment Bank, commented on the possible effect the elections could have on the British stance on the financial regulation and Hugo Brady (Centre for European Reform) commented on the opt-ins and opt-outs of the United Kingdom in the Justice and Home Affairs policy area and  (on Internal Security). Brendan Donnelly (director Federal Trust) commented on the External and Defence Policy, chaired the meeting and summed up its conclusions.

 

It was stated that ironically, a new Conservative government may be willing to play a constructive European role on one particular policy area, namely Defence and Foreign Affairs. The lack of national financial resources and intergovernmental decision-making in the EU may well make this European policy area relatively attractive for the Conservative party.

 

The coming years the Justice and Home Affairs could radicalise European politics. The Lisbon Treaty will enable this policy area to move ahead even faster and may lead to deeper integration. Integration is a problem for the UK since it has common rather than civil law. Over the years the UK has been granted several opt-outs and opt-in possibilities in this area. Perversely the UK is both semi-detached and a policy leader in this area. The Conservative Party may wish to emphasize the first half of this equation at the expense of the second.

 

The financial crisis has stressed the need that financial regulations must be carried out on an international, not national level. There is not much chance of complete international agreement in immediate future. It was stated that we ought to make rapid progress now in European Union. The De Larosièr proposals prove a starting point for the discussions. It is in the UK interest to cooperate with its European neighbours, since the City is the largest financial centre in the world. The first choice of a new Conservative government may be whether to accept the new institutional system when brought back to the Council of Ministers towards the end of the year.

 

After the presentations of the speakers there was room for questions and answers and discussions with the participants. The conference attracted over 60 participants

THESEUS Seminar and THESEUS Conference on "EU in crisis"

The THESEUS Seminar and the THESEUS Conference to be held in Berlin between 29 November and 4 December will deal with the topic of "EU in crisis", try to take “one step back” and to ask how we should define the term ‘crisis’, which role major crises played and play for European integration and how the EU governance capabilities are to be evaluated with respect to different types of crisis.

Whereas the THESEUS Seminar targets PhD students and young professionals working in public administrations, diplomatic services, NGOs, national ministries, interest groups or the media the THESEUS Conference will bring together leading experts from both European and national academia and politics as well as the participants of the THESEUS Seminar and interested public.

During the conference the THESEUS Award for Promising Research on European Integration 2009 will be presented.

12th EU-Japan Conference

The 12th EU-Japan Conference, in which TEPSA is a co-organising partner, will take place on 23/24 November 2009 at the Fondation Universitaire. The annual conference on Euro-Japanese relations has become a regular milestone in the debates surrounding the EU-Japan strategic Partnership. Accordingly, this event provides a unique opprotunity for debate on both the latest research, as well as current policy trends. It brings together academics, experts, and policy-makers from Japan and Europe.

The theme selected for this year's conference is "Japan-Europe Partnership. Facing Global and Regional Challenges". The conference will analyze some of the common and global challenges facing Japan and Europe: international migration, regulatory reform, security challenges and the renewal of their decades-old partnership.

The core intellectual goal of the conference will be to both assess these common challenges and interpret the behavior and responses of these two leading actors. How have Japan and Europe faced these challenges? How could their responses involve partnership? What could they learn from their respective experiences?

The speaker will reflect on the CoR's White Paper on Multilevel Governance.

"How to improve the European Neighbourhood Policy? Concepts, perceptions and policy recommendations for its Eastern dimension"

 

The Trans European Policy Studies Association (TEPSA), Brussels, and the Institut für Europäische Politik, Berlin, are organising a roundtable conference on "How to improve the European Neighbourhood Policy? Concepts, perceptions and policy recommendations for its Eastern dimension" in Brussels, 4/5 November 2009.

 

The conference will bring together representatives from the academic and the policy-making communities, combining scholarly and policy-relevant perspectives. In the context of a changing policy environment the conference aims at analysing the current state of the art of the European Neighbourhood Policy (ENP) and its most recent policy initiative for the Eastern dimension, the Eastern Partnership, in order to formulate policy recommendations for its improvement.  

Therefore a first panel will discuss the concepts of ownership and conditionality as the key guiding principles of the ENP and the Eastern Partnership, trying to answer the question how useful these concepts are and how they can successfully be implemented. In the second session the focus will shift towards the Eastern partner countries’ perception of the ENP and Eastern Partnership and the question how they evaluate the ENP, how it could be improved and what they expect from the European Union in this respect. The ENP and Eastern Partnership will be discussed from Ukrainian, Moldovan and Belarusian perspectives. During the concluding session the previous discussion on the usefulness and effectiveness of ENP policy concepts and instruments and the perceptions of the partner countries will be summarised and synthesised in the form of concrete policy recommendations and discussed with practitioners from the European Institutions working on ENP and Eastern Partnership.

"From Brussels to Istanbul: Dialogue on Turkey's Accession to the EU"

The concluding conference "From Brussels to Istanbul: Dialogue on Turkey's Accession to the EU" taking place on the 10th of October in Istanbul is the final activity of the one-year project "Mobilising Local Networks for a Better Informed Dialogue on Turkey's Accession to the EU" (ACCESS-TR). Implemented by the Centre for European Studies of the Middle East Technical University (METU), Ankara and TEPSA the project aims to promote the active participation of local and regional stakeholders in the process of Turkey’s accession to the EU. After key note speeches of high-level EU and Turkish representatives special sessions of the conference will discuss the positions within EU member states on Turkey's accession to the EU and present regional perspectives on that topic drawing on the three local workshops held in Antalya, Gaziantep and Samsun.

ACCESS-TR Workshop, Samsun, Turkey, 25-27 June 2009

After the successful Kick-Off conference of the ACCESS-TR project in Brussels in March the CES, together with TEPSA, is organising the third regional workshop taking place in Samsun. The ACCESS-TR project, implemented by TEPSA and CES/METU, aims to promote the active participation of local and regional stakeholders in the process of Turkey’s accession to the EU.

The goal of the regional workshops is, alike the Kick-Off conference, to discuss benefits and challenges of EU enlargement, here especially with regard to regional questions. They address local stakeholder from Politics, media, business, academia, civil society etc. with the aim to contribute to a better informed dialogue about Turkey's accession process to the EU.

Thematically, beside an own regional focus of the hosting universities in the 3 cities, the following 4 topics will be central:

1)      Single Market (sectoral approaches, consumer protection)
2)      Gender issues across social protection, education policies and regional development strategies
3)      Notions of inclusive citizenship linked to the debates on European citizenship
4)      Ways of conducting foreign policy in the European Union

The Swedish Institute of International Affairs in Stockholm is pleased to announce an international conference on the eve of the Swedish Presidency of the European Union.

Swedish Presidency 2009: Finding Solidarity in the Face of Crises

The past eight months bear witness to multiple crises facing the European Union, including the institutional dilemma sparked by rejection of the Lisbon Treaty, the geopolitical emergencies in Georgia and the Middle East, and the ongoing economic crisis which caused social unrest across Europe. As the Swedish Presidency approaches, further crises will likely emerge – but so will opportunities to renew European solidarity and tighten the bonds of integration.

This conference will bring together senior scholars and high-level practitioners from across Europe to focus on the Swedish Presidency of the EU. It will examine the prospects for improving European solidarity in the face of existing and emerging challenges.

This event is organized as part of the “pre-presidency” series of TEPSA (the Trans European Policy Studies Association) and EU-CONSENT (Constructing Europe Research Network) and enjoys support from the Stockholm Forum for Security Studies (SFSS).

Conference on the fall of the Berlin Wall from 15-16 May 2009 in Berlin

The Cologne Monnet Association for EU Studies e.V. has the goal to provide a platform for the exchange of views between academics and practitioners from the European and German level. Together with this association, TEPSA will hold a conference on the fall of the Berlin Wall from 15-16 May 2009 in Berlin. The conference will address around 35 participants of all ages and look at the circumstances surrounding the fall of the Berlin Wall and its consequences for the European integration process.

"'Normative Power' and External Policies - The European Union in a New Global Order"

The Trans European Policy Studies Association (TEPSA), Brussels, and the Netherlands Institute of International Relations Clingendael, The Hague, are organizing a roundtable conference on "'Normative Power' and External Policies - The European Union in a New Global Order" in Brussels, 06-07 May 2009.

The conference concerns the changing international political order and the role and relevance of the European Union as a normative power. The rise of new powers, a shift of wealth and (economic) capabilities from the West to the East, an ongoing process of economic globalisation, a gathering economic crisis and an increasing influence of non-state actors of various kinds define the uncertain current international order. Although the US may remain the dominant international actor, influence and power in this multi-polar system will be increasingly dispersed. This will result in an international order and a security agenda, which is more complex, more unpredictable, and probably more risky than we have experienced thus far.

The conference will thus focus on the role and relevance of the European Union in this new global context. It will discuss the consequences and implications of this emerging new global order for the international position and external policies of the EU. More specifically, the conference will address the question of the role and relevance of the EU as a 'normative power' in international relations, how it is perceived from the US, Russia and China and which practical challenges lay ahead. The conference brings together representatives from the academic and the policy-making communities, combining a scholarly perspective, which discusses the concept of normative power in international relations theory and practice, with a policy-relevant perspective, which focuses on the (future) relevance of normative/soft power in global relations, with a special emphasis on the EU.

Wider Europe, deeper integration? EU-CONSENT AGENDA, Concluding Plenary Conference

EU-CONSENT is a network of excellence for joint research and education that analyses the construction of a new Europe over the period between 2005 and 2008.

It addresses the question of the mutually reinforcing effects of deepening and widening by developing and working with three sets of expectations concerning past and future integration of Europe.

One of the main aims of this concluding plenary conference will be to re-visit EU-CONSENT’s network activities and research results as well as to discuss and kick-off the implementation of EU-CONSENT’s sustainability strategy.

The first day’s draft agenda includes

- Welcome and introduction
- General Assembly including awarding the PhDAward winners 2009
- Lunch time debate
- Parallel sessions of the thematic work packages (II/ III – VII) including the possibility of individual Q&A session with the project manager during the afternoon
- Annual EU-CONSENT Lecture by Alyson Bailes For the second day two Plenary Sessions are foreseen
- Plenary session (I) designed according to EU-CONSENT’s horizontal integrating approach
- Plenary session (II) on research results and EU-CONSENT’s sustainability strategy
- Concluding remarks on sustainability beyond the project’s lifetime

The 2009 EP Elections: Discussing Ways of Enhancing Democracy, Legitimacy and Institutional Balance

EU-CONSENT and TEPSA are organising a conference “The 2009 EP Elections: Discussing Ways of Enhancing Democracy, Legitimacy and Institutional Balance” in Brussels, 19 March 2009. This conference relates to an initiative from the Istituto Affari Internazionali that organised a workshop in Turin in January 2009. The workshop was called ‘How to better involve citizens in the European integration process. Evaluations and proposals in view of the upcoming European Parliament elections’ and targeted the discussion of four papers on the EP; the European Political parties; the European Electoral programme and the EP’s role with regard to the election of the President and the European Commission. Participating think tanks in this workshop were the IEP, Berlin, the IAI, Rome, Notre Europe, Paris, The Federal Trust London and TEPSA.

As follow-up to this conference Mr. Tommaso Padoa-Schioppa has drafted a declaration on the EP’s role within the election process of the President and the Commission. This “Call on Political Parties, EU candidates and future MEPs” shall be presented and discussed to/with representatives of European Political Parties and the EP on 19 March 2009.

Prior to the presentation of the declaration EU-CONSENT and any other interested researcher is warmly invited to discuss different aspect of the EP elections in greater detail.

Conference: "From Istanbul to Brussels: Dialogue on Turkey's accession to the EU"

This Kick-Off Conference in Brussels is the starting point of the one-year project ACCESS-TR, implemented by the Middle East Technical University (METU), Ankara and TEPSA. It aims to promote the active participation of local and regional stakeholders in the process of Turkey’s accession to the EU.
The aim of the Kick-Off Conference is to bring to Brussels a number of key multipliers of the ACCESS-TR project, to discuss the challenges and benefits of former enlargements as well as recent developments in the relations between the European Union and Turkey, and to bring them together with policy-makers. Sessions will deal with the topics of:
-The EU and Turkey: Where do we stand?,
-Lessons from the past? Insights from the 2004/07 enlargement round,
-The functioning of the enlarged EU,
-Turkish insights on challenges and benefits in the EU enlargement process, and

Conference: "Security versus Privacy"

The threat of terrorism, especially after 11 September 2001, has led to a growing necessity of control and security measures in order to protect citizens. This, on the other hand, results in state authorities collecting a large amount of personal data, thus endangering privacy. The crucial question, also with regard to the European citizens’ demands in light of the European Elections 2009, is where the border of security and privacy has to be drawn. This conference is organised in co-operation with TEPSA’s Greek member institute EKEME.

„The French Presidency – a transformative moment for the EU?“

The conference will address the question in how far the developments during the French Presidency constitute a transforming moment for the European Union: The “no” in the Irish Referendum, the Caucasus crisis and the financial crises have changed the context of European policies considerably. Still, the priorities already set out need to be continued: Climate, energy, agriculture and Foreign and Security Policy are only some of the topics addressed.
The conference will thus follow an interdisciplinary approach and involve economists, political scientists, lawyers and historians. TEPSA also hopes to continue its activities within the THESEUS project on the THESEUS summer schools; a decision on the application is expected before March.

How to better involve citizens in the European integration process.
Evaluations and proposals in view of the upcoming EP elections.

The aim of the seminar which is organised by TEPSA's member institute Istituto Affari Internazionali is to fill the political/institutional void left by the protracted ratification process of the Treaty of Lisbon, and to recreate a strong political connection between voters and European institutions. Particular attention will be given to the European Parliament and its transnational political parties, in view of the upcoming elections. Four points are to be studied in depth:

(1) how to best use the powers of the European Parliament to widen its role as a guarantor of democratic values in European decision-making processes

(2) what role must the European political parties assume in order to support the democratic processes

(3) the fixing of programme priorities for the next legislative period

(4) and finally, how to present, during the electoral campaign, the names of the candidates for the Presidency of the Commission, in partial anticipation of what is provided for in the Treaty of Lisbon.

    Main aim of the initiative is thus not just to launch (once more) a proposal for European political parties to indicate a name for the post of President of the European Commission, but to support a more crucial and central role for the European Parliament, both in terms of power exercise and of inter-institutional dialogue.  From a more political perspective, it is also necessary to take into consideration the  EP’s connections with the European political parties and internal political groups, with their political priorities and platforms. Finally, future political-institutional relations with National parliaments will be part of the whole picture.

    Conference: "The Elections of the European Parliament: the Way ahead".

    ! The evening debate in cooperation with the European Movement is postponed to March '09 !

    The European elections 2009 will be the first elections of the European Parliament to be held in a European Union with 27 member states. They will have to face the challenge of a low voter turnout in most countries in the past, and the frequent reproach of being secondary elections, centred on national debates. Still, the European Parliament is the only directly elected body at the European level and the representation of the European citizens. It has constantly gained influence in the decision-making process of the European Union, and has had a growing impact on decisions such as the investiture of the Barroso Commission in 2004.

     

    On 26 November, TEPSA is holding a conference on the upcoming EP elections with the aim of launching an early debate on the preparations of the political parties, the media and the institutional set-up. Keynote speakers will be Richard Corbett MEP. Speakers will include furthermore leading researchers, political actors and practicioners.

    1st TEPSA Training Workshop "Communication with policy-makers"

    TEPSA Training is a special programme for a small group of early stage researchers, primarily from the member institutes of the TEPSA network. Its objective is to prepare and train young professionals in think-tanks and academic institutions to improve their skills for work in the transnational environment. The focus lies especially on developing capacities for analysing, assessing, advising and administering EUrelated issues and projects.

    Conference: Effects of EU Enlargement

    With the enlargements of 2004 and 2007, the European Union has altered its dimension and faces new challenges. The Trans European Policy Studies Association has encouraged and supported this process of expansion, accompanying it by analyses of ‘widening’ and ‘deepening’.

    Four years after the beginning of this round of enlargement, it is appropriate to assess the effects which it has had on the new member states. How has involvement in the structures of the European Union shaped their polity, policy and politics? How has it affected the EU as a whole?

    • Hydra International Summer Seminar 2008

    • 16th European Summer Academy in Spetses

    The European Summer Academy is annually organised by ECSA-Greece. Participants have a unique opportunity to attend two high-level research workshops and meet and discuss with an international faculty of renowned academics and experts.
