TEPSA Belgian Pre-Presidency Conference, 20/21 May 2010, Brussels

«Future Prospects for the Belgian Presidency of the EU: Global Challenges in a New Institutional Era»

The conference brought together senior scholars and high level practitioners from across Europe to focus on the 2010 Belgian Presidency of the European Union after the ratification of the Lisbon Treaty. The Belgian Presidency analysed in the light of a worried union facing both the recent global challenges such as the recent economic crisis and the various ongoing conflicts at its gates and an internal questioning about its role in a globalised world where compete emerging new powers.

It examined through exchanges between the participants and the 2010 Belgian Presidency both the particular Belgian vision, outputs and prospects for improving European efficiency in the following thematics: Security and Defense, Climate Change and Environment, Immigration and Development, Eastern Dimension and Energy supply, Lisbon Strategy and Economic Social Cohesion and finally the External Representation of the European Union.

The Conference was organised by the EGE Network in cooperation with TEPSA and Egmont - Royal Institute for International Relations, with the support of the Belgian Presidency of the Council of the European Union.

"Spanish Presidency 2010: New Rules for a Closer Union in a Multipolar World, a Renewed Impetus for Sustainable Growth in a Globalised Economy"

The beginning of the end of the serious, twin crisis – institutional and economic –that Europe has endured for more than a year, will dominate the 6-month Spanish presidency of the European Union and the term of the new team presidency – comprising the trio of Spain, Belgium and Hungary – starting 1st January, 2010. During this period, the seemingly endless processof ratifying the new Treaty which will govern the future workings of the EU must conclude, and a lasting economic recovery must start. As there is not much room left for special measures, the new productive model for growth and job-creation must be achieved through structural reforms based on the competitiveness of innovation and on sustainability, both social and environmental.

It is against this backdrop that the new post-Lisbon (post-Lisbon Treaty and post-Lisbon Strategy) period begins. With the proper political leadership, it could lead to a European Union that is more efficient and transparent in the political realm and more competitive and solidarity-minded in terms of economics, and therefore more secure and better adapted to the multi-polar, globalized world that is taking shape.

This conference was organised just five weeks before the Spanish presidency begins, and provided an excellent opportunity to debate the key issues and priorities that will make up the presidency’s agenda. It was organized with a multidisciplinary, trans-European approach, and featured renowned experts from the academic world, specialized analysts and important policymakers from all over the continent.

The Conference was co-organised by TEPSA and Real Instituto Elcano, with the support of the Ministry of Foreign Affairs and Cooperation, the Office of the European Commission in Spain, and the Senate.

TEPSA Pre-Presidency Conferences

TEPSA organizes a Pre-Presidency Conference every six months in the country taking over the Presidency of the EU. This contributes to a multidisciplinary, transeuropean and informed debate on key issues and provides the opportunity to interact with EU policy makers in defining priorities.

The Swedish Presidency 2009: Finding Solidarity in the Face of Crises

The Swedish Pre-Presidency Conference took place on 28 and 29 May 2009 in Stockholm. The conference was organised by TEPSA’s Swedish Member Institute the Swedish Institute of International Affairs in Stockholm and The Swedish Institute for European Policy Studies, SIEPS in cooperation with TEPSA and the EU-CONSENT network and Stockholm Forum for Security Studies (SFSS).

The Czech Presidency 2009: Priorities and Prospects for the European Union

The Czech Pre-Presidency Conference took place on 4/5 December 2008 in the premises of the Czech Foreign Ministry in Prague. The conference, which was organised by TEPSA’s Czech member, the Institute of International Relations (IIR), welcomed a broad audience of local politicians, representatives of local organisations and researchers from almost all EU member states and beyond.

The French Presidency 2008: A transformative moment for the EU?

The French Pre-Presidency Conference took place on 12th and 13th June 2008 at Sciences Po, Paris. The Conference was organised by TEPSA’s French member institute Centre for European Studies of Sciences Po, in cooperation with TEPSA and the EU-CONSENT network.

The Slovenian Presidency 2008: Competitiveness, Globalisation and Cohesion

The Slovenian Pre-Presidency Conference took place on 3rd and 4th December 2007 in Ljubljana. The conference was organised by TEPSA's Slovenian member institute Centre of International Relations, Faculty of Social Sciences, University of Ljubljana, TEPSA & EU-CONSENT Network of Excellence in cooperation with Ministry of Foreign Affairs and Government Office for European Affairs of the Republic of Slovenia Ljubljana, and European Commission Representation in the Republic of Slovenia, Ljubljana, and with the support of the European Commission under the 6th framwork programme.

The Portuguese Presidency 2007

The Portuguese Pre-Presidency Conference took place on 26-27 June 2007 in Lisbon. The conference was organised by by TEPSA’s Portuguese member Institute IEEI (Instituto de Estudos Estrategicos e Internacionais) and the network of excellence EUCONSENT as well as the Secretario de Estado dos Asuntos Europeus/MNE.

The German Presidency 2007: Moving the EU forward

The German Pre-Presidency Conference took place on 30 November and 1 December 2006 in Berlin. The conference was organised by TEPSA's German member institute IEP Institut für Europäische Politik, TEPSA & EU-CONSENT Network of Excellence with support of the Federal Foreign Office, the European Commission and the ASKO EUROPA-STIFTUNG.   

 

The Finnish Presidency 2006: Where next for Europe?

The Finnish Pre-Presidency Conference took place on 13 June 2006 in Helsinki. The conference was organised by TEPSA's Finnish member institute, The Finnish Institute of International Affairs and TEPSA.

 

The Austrian Presidency 2006

The Austrian Pre-Presidency Conference took place on 1 December 2005 in Wien. The conference was organised by TEPSA's Austrian member institute, Austrian Institute for International Affairs OIIP in cooperation with TEPSA.

The UK Presidency 2005: Priorities, Objectives and Scenarios

The UK Pre-Presidency Conference took place on 20-21 June 2005 in London. The conference was organised by TEPSA's UK member institute, Federal Trust for Education and Research and Chatham House with sponsorship from TEPSA.

The Luxembourg Presidency 2005

The Luxembourg Pre-Presidency Conference took place on 3 December 2004 in Luxembourg. The conference was organised by TEPSA's Luxembourg member institute, Centre d'études et de recherches Robert Schuman in cooperation with TEPSA.

The Dutch Presidency 2004

The Dutch Pre-Presidency Conference took place on 25 June 2009 in the Hague. The conference was organised by TEPSA's Dutch member institute Netherlands Institute for International Relations Clingendael in cooperation with TEPSA.

The Irish Presidency 2004

The Irish Pre-Presidency Conference took place on 27-28 November 2003 in Dublin. The conference was organised by the Institute of European Affairs and TEPSA.

The Italian Presidency 2003

The Italian Pre-Presidency Conference took place on 27-28 June 2003 in Rome. The conference was organised by TEPSA's Italian member institute Istituto Affari Internazionali (IAI) in cooperation with TEPSA, and supported by the Italian Ministry of Foreign Affaris, the European Commission and the Compagnia di San Paolo.   

The Greek Presidency 2003: Structuring a New Europe: Steady Foundations and Fresh Concepts

The Greek Pre-Presidency Conference took place on 14-15 November 2002 in Athens. The conference was organised by TESPA's Greek Member Institute Greek Centre of European Studies and Research, EKEME, in collaboration with TEPSA and under the auspices of the Greek Ministry of Foreign Affairs.

The Danish Presidency 2002: New Members - New Deal?

The Danish Pre-Presidency Conference took place on 7-8 June 2002 in Copenhagen. The conference was organised by the Danish Institute of International Affairs (DUPI) and TEPSA.

The Spanish Presidency 2002

The Spanish Pre-Presidency Conference took place on 23 November 2001 in Madrid. The conference was organised by Centro Espanol de Relaciones Internacionales, Instituto de Estudios Europeos, Fundacion Jose Ortega Y Gasset in cooperation with TEPSA.

The Belgian Pre-Presidency Conference took place on 26-27 April 2001 in Brussels. The conference was organised by Le Groupe d'Etudes Politiques Europeennes (GEPE) in cooperation with TEPSA.

The conference was organised by Association Francaise d'Etudes pour L'Union Europeene (AFEUR), Centre d'Etudes et de Recherches Europennes de l'Universite Paris 1 Pantheon-Sorbonne (CERES), Centre de Droit Europeen de l'Universite Paris 2 Pantheon-Assas, Centre Europeen de la Fondation Nationale de Science Politique and TEPSA.

The Portuguese Presidency 2000: Institutional Reform and External Action of the European Union

The Portuguese Pre-Presidency Conference took place on 11-12 November 1999 in Lisbon. The conference was organised by Instituto de Estudos Estrategicos e Internacionais (IEEI) and in co-operation with TEPSA.
