 The Lisbon Treaty, currently on its way through ratification, will once more change the landscape of the European institutions, their decision-making processes and impact the various policy areas.
While many fields are said to have been facilitated – like the budgetary procedure – a new Treaty always involves changes whose effects on the overall system of the European Union will only turn out in the long-term. Also different opinions exist on how efficiently the new Treaty is likely to address institutional problems such as legitimacy, the democratic deficit or accountability, and how it will contribute to solving policy-specific issues such as climate change or enhance economic governance.
