ACCESS-TR Workshops in Turkey

After the successful Kick-Off conference of the ACCESS-TR project in Brussels in March the CES, together with TEPSA, is organising three regional workshops taking place in Antalya, Gaziantep and Samsun. The ACCESS-TR project, implemented by TEPSA and CES/METU, aims to promote the active participation of local and regional stakeholders in the process of Turkey’s accession to the EU.

The goal of the regional workshops is, alike the Kick-Off conference, to discuss benefits and challenges of EU enlargement, here especially with regard to regional questions. They address local stakeholder from Politics, media, business, academia, civil society etc. with the aim to contribute to a better informed dialogue about Turkey's accession process to the EU.

Thematically, beside an own regional focus of the hosting universities in the 3 cities, the following 4 topics will be central:

1)      Single Market (sectoral approaches, consumer protection)
2)      Gender issues across social protection, education policies and regional development strategies
3)      Notions of inclusive citizenship linked to the debates on European citizenship
4)      Ways of conducting foreign policy in the European Union

The workshops are taking place on 3-5 June (Antalya), 9-11 June (Gaziantep) and 25-27 June (Samsun).

TEPSA EU-CONSENT Pre-Presidency Conference on the occasion of the launching of the Swedish Presidency of the European Union, 28/29 May 2009, Stockholm

The Swedish TEPSA EU-CONSENT Pre-Presidency Conference took place on 28 and 29 May 2009 at the Swedish Institute of International Affairs (SIIA) in Stockholm. The conference was organised by TEPSA’s Swedish Member Institute, the SIIA, and the Swedish Institute for European Policy Studies (SIEPS) and the Stockholm Forum for Security Studies (SFSS).

Entitled “Swedish Presidency 2009: Finding Solidarity in the Face of Crises” the conference brought together senior scholars and high-level practitioners from across Europe to discuss the key topics of the Swedish Presidency of the EU. It examined the prospects for improving European solidarity in the face of existing and emerging challenges.

The conference started on 28 May 2009 with introductory speeches by Jean Victor Louis, Acting Secretary General of TEPSA, Tomas Ries, Director of the SIIA and Anna Stellinger, Director of SIEPS. In the following key note speeches Cecilia Malmström, Swedish Minister for EU Affairs and Margot Wallström, Vice President of the European Commission, shared their reflections on the upcoming Swedish Presidency. They stressed the Swedish Presidency’s plans to overcome the economic downturn in Europe, to succeed in the negotiations on a Post-Kyoto climate agreement in Copenhagen and to manage the EU’s institutional challenges. Finally, as a long tradition in offering recommendations to future Presidencies, Petr Kratochvil from the Institute of International Relations, Prague, presented recommendations from TEPSA members to the Swedish EU Presidency.

In the afternoon 6 parallel workshops discussed the following subjects:

• ESDP at 10 Years: the EU and International Security
• The EU’s Neighbourhood and Eastern Partnership
• Climate Change and the Environment
• A New Era in Transatlantic Relations?
• The Baltic Sea Strategy: A Test Case for Solidarity
• Societal Security and the Stockholm Programme

The first conference day ended with a reception at the SIIA and a dinner at which Hanna Ojanen, Programme Director of the Finish Institute of International Affairs and TEPSA Board member, awarded the TEPSA Training Programme participants their certificates for successfully completing a training course on providing policy advice to policy makers, improving communication skills, and EU funding and project management. 

The second day of the conference on 29 May 2009 started with two plenary panels. On the first panel entitled “EU Institutions in Flux: Elections, Appointments, and Lisbon”, chaired by Graham Avery, Honorary Director General, European Commission, academics from TEPSA’s member institutes (Jean Victor Louis, TEPSA, Jaap de Zwaan, Netherlands Institute for International Relations, Clingendael, Mark Rhinard, SIIA) and  Neill Nugent, Manchester Metropolitan University discussed their views on current EU institutional issues with Hervé Jouanjean, Deputy Secretary General, European Commission. On the following panel on “Economic Crisis and European Solidarity”, chaired by Anna Michalski, SIEPS, Bo Lundgren, Director General of Swedish National Debt Office, discussed the economic crisis with Lars Heikensten, Swedish Member of European Court of Auditors, Iain Begg, London School of Economics and Krisztina Vida, Institute of World Economics, Budapest.

During the lunch break the TEPSA Training participants posted the key points of discussion from their role as rapporteur during the parallel workshops of the first day. In the Presidency Panel entitled “Managing the EU Presidency: Finding Success and Avoiding Failure” chaired by Rolf Gustavsson, Brussels Correspondent, Svenska Dagbladet Newspaper, the speakers Gilles Briatta, Advisor of EU Affairs to Prime Minister Fillon and Secretary-General of European Affairs, France and Milena Vicenová, Permanent Representative to the EU in Brussels, Czech Republic shared their Presidency experiences and advices with Gustaf Lind, State Secretary, Prime Minister´s Office, Sweden and Enrique Viguera Rubio, Ambassador and former Director-General for EU Coordination at the Foreign Ministry, Spain.

The conference ended with closing remarks from Wolfgang Wessels, TEPSA/University of Cologne, who emphasized the importance of scientists and research to give policy advice, the need for European leadership and the role Presidencies can play in the management of EU power struggles. Worried about the lack of politicization of the European elections he furthermore stressed the need for a framework in case the Lisbon Treaty fails.

After the Pre-Presidency Conference TEPSA’s General Assembly gathered representatives of TEPSA member institutes to discuss internal matters.

The 3rd and concluding workshop of the TEPSA Training Programme, 27-29 May 2009, Stockholm

The 3rd and concluding workshop of the TEPSA Training Programme was organised at the Swedish Institute of International Affairs (SIIA), Stockholm in the framework of TEPSA’s Pre-Presidency Conference. The workshop started on 27 May 2009 with Yvonne Nasshoven, TEPSA, and Funda Tekin, University of Cologne giving feedback on the project applications that the participants had handed in after the 2nd workshop. This was followed by a brief presentation by Anne Schmidt, TEPSA, and Andreas Hofmann, University of Cologne on how to write a workshop report in preparation for the participants’ task as rapporteurs at the workshops during the Pre-Presidency Conference. The 1st day ended with a general evaluation of TEPSA Training Programme, where the participants shared their thoughts on the programme and offered advice on how to improve it in the future.

On 28 May, the participants joined the TESPA Pre-Presidency Conference at the SIIA where they were rapporteurs during the parallel workshops. The participants summarized the highlights of the discussions on posters that were presented during the lunch break on 29 May. At the conference dinner on 28 May the participants were awarded their certificates by Hanna Ojanen, Programme Director, Finnish Institute of International Affairs and TEPSA Board member, for successfully completing the training course on providing policy advice to policy makers, improving communication skills, and EU funding and project management.

After completing this first successful TEPSA training programme there are plans to develop and carry on this special programme for early stage researchers. The aim is to improve the young researchers’ professional skills in a transnational environment. The focus is especially on developing capacities for analysing, assessing, advising and administering EU-related issues and projects. The Training shall continue to familiarize young researchers with the needs and demands of the European Institutions for expertise and policy advice.

Conference on the Fall of the Berlin Wall, 15-16 May 2009

Co-organising institutes: COMOS, European Academy, Berlin, Hanns Martin Schleyer Stiftung and the Kölner Gymnasial- und Stiftungsfonds.

The Cologne Monnet Association for EU Studies e.V. has the goal to provide a platform for the exchange of views between academics and practitioners from the European and German level.

Together with them, TEPSA held a conference on the “20th anniversary of the fall of the Berlin Wall: The German reunification” from 15-16 May 2009 in Berlin. The conference addressed around 35 participants of all ages and looked at the circumstances and different perspectives surrounding the fall of the Berlin Wall and its consequences for the European integration process.

In a first panel the German dimension of the reunification process was discussed. Chaired by Prof. Wolfgang Wessels, University of Cologne, the speaker Prof. Wolfgang Bergsdorf, from 1982-1993 Head of the Internal Policies Department at the press and information bureau of the German Federal Government, outlined the chronology of events before and after 1989, filled with insight views on chancellor Helmut Kohl’s policy management at that time. In his commentary Dr. Jürgen Mittag, University Bochum, presented the current state of the art of the research on the German reunification process and thus an idea about the different interpretations and theories about its key decisive factors.

In the second panel the European dimension of the German reunification was debated. Chaired by Birke Jantz, COMOS, the speaker Prof. Hartmut Marhold, COMOS/CIFE, and Prof. Wolfgang Wessels highlighted the mutual interdependence between the German and European reunification processes. Both the commentator Frieder Wolf, City Cologne, and Prof. Wessels furthermore stressed that neither politics nor academia were prepared for the events around the year 1989.

In a concluding panel, chaired by Anne Schmidt, TEPSA, the debate of the first two panels was continued and complemented by further aspects such as the perspective and role of the European Institutions at that time (Yvonne Nasshoven, TEPSA), a discussion on the model character of the German experience and if it was the accomplishment of an already existing trend or a rupture in history (Dr. Barbara Lippert, SWP), and the Polish perspective on the events around 1989 (Dr. Holger Münch).

"'Normative Power' and External Policies - The European Union in a New Global Order" 6-7 May 2009

TEPSA and its Dutch member, the Netherlands Institute of International Relations Clingendael, The Hague, organized a roundtable conference on "'Normative Power' and External Policies - The European Union in a New Global Order" in Brussels on 6-7 May 2009.

The conference brought together representatives from the academic and the policy-making communities, combining a scholarly perspective, which discusses the concept of normative power in international relations theory and practice, with a policy-relevant perspective, which focuses on the (future) relevance of normative power in international relations, with a special emphasis on the EU.

The first panel entitled “The position of the European Union in a changing international system: Effective or symbolic ‘Normative Power’?” gave the theoretical, academic introduction to the conference debate. The key note speech was given by Ian Manners, Head of Research Unit on EU's internal dynamics, Danish Institute for International Studies.  Chaired by André Gerrits, Senior Research Fellow, Clingendael Institute, the commentators Lisbeth Aggestam, Teaching Fellow, University of Bath, and Asle Toje, Norwegian School of Management, Oslo, the session debated the diverging views and assessments of the role and relevance of the European Union in the current international order, with a special focus on the normative dimension of the Union’s policies and identity.

In the evening the dinner speaker Robert Cooper, Director-General for External and Politico-Military Affairs, General Secretariat of the Council of the EU, gave an introduction to a dinner debate on “The Changing Global Order and the Role of the European Union”.

Chaired by Jan Rood, Head of European Studies Programme, Clingendael Institute, the second panel changed the perspective and discussed “The European Union as an International Actor: The Perception of ‘Others’“ with presentations from China by Yiwei Wang, Associate Professor on leave of Fudan University, Scholar-in-residence at Chinese Mission to EU, from Russia by Tatiana Romanova, School of International Relations, St Petersburg State University, and from New Zealand by Martin Holland, Director, National Centre for Research on Europe, University of Canterbury.

A final panel, chaired by Gianni Bonvicini, Executive Vice President, Istituto Affari Internazionali, Rome, complemented the debate with the involvement of practitioners from the EU Institutions and NATO on the topic “The EU from Soft to Hard Power? Practical Implications”. Based on the introductions of the speakers Giovanni Grevi, Research Fellow, EU Institute for Security Studies, Paris, Richard Wright, Director in charge of Crisis Platform, Policy Coordination (CFSP), DG RELEX, European Commission, Mika-Markus Leinonen, Director of DG E9, Directorate Civilian Crisis Management, General Secretariat of the Council of the EU, Thierry Legendre, Policy Advisor at the Private Office of the Secretary General, Policy Planning Unit, NATO, the practical relevance and effectiveness of the EU’s normative power was discussed.

The 2009 EP Elections: Discussing Ways of Enhancing Democracy, Legitimacy and Institutional Balance

EU-CONSENT and TEPSA are organising a conference “The 2009 EP Elections: Discussing Ways of Enhancing Democracy, Legitimacy and Institutional Balance” in Brussels, 19 March 2009. This conference relates to an initiative from the Istituto Affari Internazionali that organised a workshop in Turin in January 2009. The workshop was called ‘How to better involve citizens in the European integration process. Evaluations and proposals in view of the upcoming European Parliament elections’ and targeted the discussion of four papers on the EP; the European Political parties; the European Electoral programme and the EP’s role with regard to the election of the President and the European Commission. Participating think tanks in this workshop were the IEP, Berlin, the IAI, Rome, Notre Europe, Paris, The Federal Trust London and TEPSA.

As follow-up to this conference Mr. Tommaso Padoa-Schioppa has drafted a declaration on the EP’s role within the election process of the President and the Commission. This “Call on Political Parties, EU candidates and future MEPs” shall be presented and discussed to/with representatives of European Political Parties and the EP on 19 March 2009.

Prior to the presentation of the declaration EU-CONSENT and any other interested researcher is warmly invited to discuss different aspect of the EP elections in greater detail.

From Istanbul to Brussels: Dialogue on Turkey’s accession to the EU

On 3 and 4 March 2009 TEPSA, in co-operation with the Centre for European Studies (CES) of the Middle East Technical University (METU) in Ankara, organised at the Fondation Universitaire in Brussels the Kick-Off Conference of the project “Mobilizing Local Networks for a better informed Dialogue on Turkey’s Accession to the EU” (ACCESS-TR) which aims to promote the active participation of local and regional stakeholders in the process of Turkey’s accession to the EU.

Under the title “From Istanbul to Brussels: Dialogue on Turkey’s Accession to the EU” the Kick-Off Conference gathered in Brussels a number of key multipliers of the ACCESS-TR project and its outreach and brought them together with representatives of the European Institutions, civil society, diplomatic missions, media and stakeholders of Turkish interest representations in Brussels. 2nd TEPSA Training Workshop "Media Training and Applying for EU funding"

From 18 – 20 February 2009 the second TEPSA Training workshop on “Media Training and Applying for EU Funding” took place in Brussels.

The 14 participants from different European research institutes or think tanks were offered a media training in front of a camera and sessions on how to apply for EU Funding including project management.

TEPSA Training is a special programme for a small group of early stage researchers, primarily from the member institutes of the TEPSA network. Its objective is to prepare and train young professionals in think-tanks and academic institutions to improve their skills for work in the transnational environment. The focus lies especially on developing capacities for analysing, assessing, advising and administering EU related issues and projects.

Conference: "From Istanbul to Brussels: Dialogue on Turkey's accession to the EU"

This Kick-Off Conference in Brussels is the starting point of the one-year project ACCESS-TR, implemented by the Middle East Technical University (METU), Ankara and TEPSA. It aims to promote the active participation of local and regional stakeholders in the process of Turkey’s accession to the EU. The aim of the Kick-Off Conference is to bring to Brussels a number of key multipliers of the ACCESS-TR project, to discuss the challenges and benefits of former enlargements as well as recent developments in the relations between the European Union and Turkey, and to bring them together with    policy-makers.

Conference Report: "Electing the European Parliament: The way ahead?"

On 26 November, TEPSA held a conference on the upcoming EP elections with the aim of launching an early debate on the preparations of the political parties, the media and the institutional set-up. Speakers included Richard Corbett MEP (keynote speaker) and leading researchers, political actors and practitioners. The participants represented a broad range of people working in the field from the EU Institutions, civil society and other organisations.

1st TEPSA Training Workshop "Communication with policy-makers"

From 5 – 7 November 2008 the first TEPSA Training workshop on “Communication with policy-makers” took place in Brussels.

With the aim of bringing together young researchers and practitioners the 12 participants from different European research institutes or think tanks were introduced to the demands and needs of the European Institutions with regard to expertise and trained on how to best access relevant information and how to draft policy briefs for policy-makers.

TEPSA Training is a special programme for a small group of early stage researchers, primarily from the member institutes of the TEPSA network. Its objective is to prepare and train young professionals in think-tanks and academic institutions to improve their skills for work in the transnational environment. The focus lies especially on developing capacities for analysing, assessing, advising and administering EU related issues and projects.

TEPSA Pre-Presidency Conference on the occasion of the launching of the Czech Presidency of the European Union

Under the title « Priorities and Prospects for the European Union » TEPSA’s Pre-Presidency Conference took place on 4/5 December 2008 in the premises of the Czech Foreign Ministry in Prague. The conference, which was organised by TEPSA’s Czech member, the Institute of International Relations (IIR), welcomed a broad audience of local politicians, representatives of local organisations and researchers from almost all EU member states and beyond.

After a welcome speech by TEPSA’s Secretary General, Graham Avery, the conference was opened by Jana Hendrichová, the Czech Deputy Vice Prime Minister for European Affairs, who addressed the Programme and Priorities of the Czech EU Presidency, followed by the presentation of the recommendations to the Czech Presidency by members of the TEPSA network by Nikos Frangakis (EKEME, Athens).

The four thematic panels of this 2 day conference, which each included expert speakers of the TEPSA network, discussed the current challenges to the European Union during the Czech Presidency: The Lisbon Treaty and its ratification process, Euroscepticism, the EU's external relations towards the USA and Russia, and the current global economic crisis.

The conference closed with a panel emphasizing the role of the team presidencies (France, Czech Republic, Sweden) and some concluding remarks by TEPSA’s Chairperson Wolfgang Wessels on the general prospects for the EU.

The next Pre-Presidency Conference will take place most likely on 28-29 May 2009 in Stockholm and be organised by TEPSA's Swedish member, the Swedish Institute of International Affairs (SIIA).

Conference Report: Effects of EU Enlargement

TEPSA, in collaboration with its member institutes, organised on 22/23 October 2008 at the Fondation Universitaire in Brussels a conference on “Effects of EU Enlargement”.

Participants included representatives from TEPSA’s member institutes in the new member states (Bulgaria, Cyprus, Czech Republic, Hungary, Lithuania, Poland, Romania, Slovenia) and the old member states (Austria, Finland, Germany, Netherlands) as well as from 3 new member states not yet represented in TEPSA’s network (Malta, Slovakia, Romania). Also present were officials from the European Parliament and the European Commission, as well as a number of diplomatic missions and other organisations.

Presentation of TEPSA Briefings on the Instrument for Pre-Accession Assistance

On 15 July 2008, in the European Parliament in Brussels, the authors of briefings on the Instrument for Pre-Accession Assistance presented their findings to members of the European Parliaments's Foreign Affairs Committee.

These briefings provide an analysis of the 2007 annual action programme for each candidate (FYROM, Croatia, Turkey) and potential candidate country (Albania, Bosnia and Herzegovina, Montenegro, Serbia and Kosovo) in preparation of the EP's Multi Annual Indicative Programme.

The Trans-European Policy Studies Association (TEPSA) has recently launched an initiative encouraging and financially supporting the exchange of speakers among its member institutes. One of the pioneers grasping this opportunity was the Institute for World Economics of the Hungarian Academy of Sciences which, on the 17th of June organised a round table discussion on the above indicated topic and invited Mr Sprud from the Latvian Institute of International Affairs (...).

From Why to How: Reflections on the Lisbon Agenda post 2010

TEPSA, in cooperation with the European League for Economic Cooperation (E.L.E.C) organised on the 24 June at the Fondation Universitaire a talk on the topic of the Lisbon Agenda by Ann Mettler, Executive Director of the Lisbon Council.

 

Ann Mettler’s speech was based on her recent briefing “From Why to How: Reflections on the Lisbon Agenda post 2010”. In the Briefing she advocates more vigorous and far reaching reforms to be introduced in the Lisbon strategy in order to speed up the process.

The European Parliament and the CFSP

TEPSA, in co-operation with International Security Information Service (ISIS-Europe), organized on the 4 June a talk on the topic “The European Parliament and the CFSP” by Jacek Saryusz-Wolski, Chairman of the European Parliament’s Committee on Foreign Affairs and Member of the Board of TEPSA.

 

Mr Saryusz-Wolski presented his new Report prepared for the Committee on Foreign Affairs. The Report focuses on the ‘state of art’ of the Common Foreign Security Policy and offers recommendations on how to enhance its future development.

Summary of the 20th June 2008 European Council Conclusions

At its 19-20 June 2008 meeting in Brussels, the European Council addressed issues related to the fate of the Lisbon treaty after the Irish "No"; the Area of Freedom, Security and Justice; high food and oil prices; economic, social, health and environmental issues; and external relations, including the Western Balkans.

Jean-Pierre Jouyet addresses TEPSA Pre-Presidency Conference

The French State Secretary for European Affairs opened the TEPSA Pre-Presidency Conference organised in Sciences-Po, Paris, on 12-13 June 2008.

 

Before addressing the French EU Presidency’s programme itself, M. Jouyet explained what would be its “spirit”. Hence, he made clear in his introduction that “a Presidency of the EU is always inscribed in a process of continuity”. Taking over the Presidency, he said, is not only about exerting leadership and giving impulsions, but it is also about listening to the others and acting responsibly. Conference report: Integrating Bulgaria in EU Politics and Policies

At the Fondation Universitaire in Brussels on 29-30 May TEPSA organised a two-day conference in cooperation with TEPSA’s member institute BECSA (the Bulgarian European Community Studies Association).

 

The conference, whose subtitle was ‘Focus on the Citizens and the Neighbours’, discussed two main themes: "Neighbours of the Enlarged Union: Bulgaria’s Contribution" and "Europe & Citizens: Bulgarian Perspectives"

60th Anniversary of the Congress of Europe

On 23-24 May 2008, Yvonne Nasshoven attended on behalf of TEPSA the 60th Anniversary of the Congress of Europe in The Hague.

Besides a number of MEPs like Andrew Duff, Jo Leinen, Elmar Brok  and the President of the European Movement, Pat Cox, the President of the European Commission, José Barroso, the High Representative, Javier Solana, the current President of the Council of Europe, the Slovenian Prime Minister Janez Janša, and the President of the European Parliament, Hans-Gert Pöttering, were present at the meeting. Also the party leaders of the four big European Political Parties, EPP, SPE, European Greens and ELDR took part in the discussion.

Five items were discussed with high priority: To make the issue of energy a common policy, to create a stronger CFSP, to have the ERASMUS programme not only accessible to university students, to enhance women’s rights, and for the European political parties to nominate who is running for the office of the President of the European Commission for their political family. In general, an optimistic and constructive sign was given from the Congress of Europe.

On 4 April 2008 TEPSA organized a workshop on “The European Neighborhood Policy: Challenges and Prospects” at the Fondation Universitaire in Brussels.

 

The participants included Mr Michele Comelli (IAI, Rome), Mr Petr Kratchovil (CIIR, Prague), Ms Barbara Lippert (IEP, Berlin) Ms Piret Ehin (EFPI, Tallin) and Ms Annegret Bendiek (SWP, Berlin), representatives from the European Commission, the European Parliament and civil society.

 

The event provided a platform for the researchers to present latest work on the European Neighbourhood Policy (ENP) which had been produced in the framework of the TEPSA contract with the EP. The papers served as a basis for a discussion among researchers and practitioners.
